Carrying out the activities to communicate with the experts of LIS department and Libraries of foreign universities, S&T information organizations of developed countries.

From 2008, annually NSLC initiate the NSLC backbone promotion plan to fund 4 staff to attend important international academic conference and 8 staff to go to the advanced institutions related professional fields for promoting the communication ability of skeleton staff in participating to international academic activities. Each branch library also funds skeleton staff to attend important international academic conferences by projects.
