It makes the human resources development plan and the annual plan of the National Science Library of Chinese Academy of Sciences. It is also in charge of making, implementing, inspecting and evaluating related managementsystems. It organizes and coordinates the implementation of systems and policies in the human resources management and the construction of talents team between the National Science Library and local libraries. It takes the leading role in organizing the investigation and analysis as well as providing suggestions and advice. Besides, it takes responsibility for the certification of document and information positions in Chinese Academy of Sciences. Furthermore, it implements the income distribution reform policies at the levels of nation and Chinese Academy of Sciences. It organizes the distribution of incomes and welfare to the faculty of the National Science Library of Chinese Academy of Sciences. Meanwhile, it statistically analyzes the salary and welfare and puts forward the suggestion of income distribution. It is responsible for organizing and coordinating the formulation and implementation of the continuing education and position training plan. It also implements the development plan of enhancing everyone’s capabilities and the continuing education policy of Chinese Academy of Sciences. It organizes and coordinates postgraduate education and manages the postdoctoreducation. It also takes the tasks assigned by the leaders of the National Science Library of Chinese Academy of Science.
