On July 16, 2026, the National Science Library of the Chinese Academy of Sciences (hereinafter referred to as the “NSLC”), in partnership with Zhejiang University and the CAST UN Consultative Committee on Open Science and Global Partnership (CCOS), convened the thematic event “Fostering Global Open Science Infrastructure Sharing Network: Open Knowledge and Data for the Science Decade” at UNESCO Headquarters in Paris, France. The event was one of the major activities of the 2026 Global Conference of the International Decade of Sciences for Sustainable Development, organized by UNESCO.

The session was presided over by Yang Wei, Professor at Zhejiang University, Chair of CCOS, and Academician of the Chinese Academy of Sciences. Representatives from the UNESCO Regional Office for East Asia, the Permanent Delegation of the People’s Republic of China to UNESCO, and relevant officials from the China Association for Science and Technology attended the event and delivered opening remarks. Representatives from international research institutions, open science platforms, and organizations, including the Max Planck Society, SciELO, OpenAIRE, IFLA, and PLOS, participated in the event.

The Science Decade identifies as a key expected outcome for 2033 that open science is widely and equitably used to democratize scientific processes and ensure access to scientific knowledge. In addressing persistent challenges in the sharing of open knowledge, data, and research infrastructures—including inconsistent standards, fragmented platforms, and limited coordination—participants emphasized the importance of strengthening infrastructure interoperability, aligning governance frameworks, and enhancing institutional collaboration. These efforts will help translate global consensus on open science into sustained and practical international action.

To advance this vision, NSLC presented the progress of the Open Science Infrastructure Sharing Network Alliance (OSI4Science) and released the Paris Call for Joint Action on Knowledge Sharing and Dissemination. The call puts forward actions to promote the sharing and interconnection of open knowledge and data resources, facilitate the collaborative development of norms for knowledge sharing and dissemination, establish mechanisms for recognizing and incentivizing contributions, and implement phased monitoring, assessment, and continuous improvement. The event also showcased Open4Science, an open science platform supported by the Chinese Academy of Sciences to support the development of the Open Science Infrastructure Sharing Network Alliance.

NSLC is one of the liaison and supporting institutions for the UNESCO-approved project “Towards Open Science Infrastructure Sharing Network: China’s Knowledge and Data Sharing Platform — Open for Science 10 (OS10).” The event provided an action framework and practical approach for advancing the 2033 open science objectives of the Science Decade. It further promoted the transformation of open science from shared principles into sustained, collaborative, and sustainable international action, contributing Chinese perspectives and practical experience to the development of a fair, inclusive, and sustainable global open science ecosystem.
