June 9–11, 2026, São Paulo, Brazil — The National Science Library, Chinese Academy of Sciences (NSLC) and the Scientific Electronic Library Online (SciELO) Network jointly convened the Technical Workshop on Open Science Scholarly Communication Infrastructure at the SciELO Headquarters in São Paulo, Brazil. The workshop brought together more than 50 participants from over ten countries within the SciELO network.The NSLC delegation, headed by NSLC Director Professor Xiwen Liu, together with representatives from the Open Science Research Center and the PubScholar team, participated in the workshop.
This marks the first formal exchange between SciELO and a Chinese open science platform, reflecting a shared commitment to South–South cooperation within the global open science ecosystem. The workshop focused on strengthening technical platform capabilities for scholarly communication-related products and services, and on exploring open science as an approach to maximizing the visibility and impact of research outputs. The workshop featured more than ten thematic presentations from both sides. Participants engaged in in-depth exchanges on services and tools across scholarly publishing, knowledge dissemination, and platform development. Discussions also explored priority development areas tailored to diverse national contexts.
The workshop concluded with a joint statement between NSLC and SciELO entitled “SciELO-NSLC Declaration on Open Science Research Communication Infrastructure.” Through the statement, the two sides expressed their intention to support the operation of the SciELO Network and to jointly promote the development of AI-enabled open science products and services, with the aim of improving the global circulation of open scientific outputs.
Following the workshop, both sides will further develop cooperation arrangements in several areas, including the development of SciELO-China, collaboration with PubScholar to enhance the integrated dissemination of Chinese scientific journals and SciELO Network journals, collaboration with GoOA on the OA Journal White List evaluation and the application of AI-enabled tools and services.
Established in 1997, SciELO is an internationally recognized open access publishing platform dedicated to strengthening independent capacities in scholarly publishing, editorial processes, evaluation, and research communication. It currently indexes scholarly journals from 18 countries across regions including Latin America and Africa, and other regions.
The workshop was supported by the Open for Science 10 (OS10) Programme under the framework of the UNESCO International Decade of Sciences for Sustainable Development, and by the Open Science Platform project of the Chinese Academy of Sciences.
